Background

According to the University & College Act of the Federal State of North Rhine-Westphalia from January 1st 2007 the University Council had to be established. The University Council as a supervisory and control committee compensates the partly withdrawal of the Federal State from the functional supervision. The Federal State keeps the legal supervision of the universities.

Pursuant to the University & College Act the number of members and the composition of the University Council are regulated in the Basic Order of the university. According to this the Senate has specified in the Basic Order of Bonn University of May 24th 2007 that the University Council consists of three internal and seven external members. In line with the University & College Act the members of the University Council should work in positions of responsibility within the society, especially in science, culture or economy and because of their outstanding knowledge and experience be able to contribute to the achievement of the aims and tasks of the university.

A selection commission consisting of five members, three professors from Bonn University and two members of the Ministry for Innovation, Science and Research of the Federal State of North Rhine-Westphalia, has proposed ten people who were approved by the Senate on December 13th 2007 and as well by the Ministry. In the constitutive meeting of the University Council on April 1st 2008 the ten members received their certificates of appointment by the Minister for Innovation, Science, Research and Technology of the Federal State of North Rhine-Westphalia, Prof. Dr. Andreas Pinkwart. The members of the University Council are appointed for a term of five years.

The members of the Rector's Board and the equal opportunities officer take part in the meetings of the University Council in an advisory capacity. The meetings of the University Council are non-public but the members can consult additional experts at single meetings or on items on the agenda.
