The University Council

The University Council is a body of the University of Bonn established by the Higher Education Act of North Rhine-Westphalia. It advises the Rectorate and supervises its general management. The tasks of the University Council include participation in the University electoral assembly for the purpose of electing and deselecting members of the Rectorate. Each member of the University Council is appointed for a term of office of five years.

The Tasks of the University Council

The University Council advises the Rectorate and supervises its general management. § 21 of the Higher Education Act defines its central tasks as:

  1. Participating in the University electoral assembly for the purpose of electing and deselecting members of the Rectorate;
  2. Providing assent to the draft version of the University Agreement; 
  3. Providing assent to the budget plan;
  4. Supervising the financial management of the Rectorate;
  5. Issuing recommendations and statements to the draft of the University Development Plan, a statement to the Statement of Accounts from the Rectorate and the Evaluation Reports.
  6. Issuing recommendations and statements in matters relating to research, art, teaching and studying, which apply to the entire university or central units or which are of principal significance;
  7. Approving the annual financial statements, the decisions about the use of the annual surplus or how to respond to an annual deficit and the discharge of the Rectorate.

Expense Allowances for Members of the University Council

On the basis of § 21 para. 6 sentence 7 of the Higher Education Act of North Rhine-Westphalia (Hochschulgesetz - HG) the total sum of the expense allowances paid to the members of the University Council is to be made public. In 2020, it amounted to 21,010 euros. Members of the University Council can also apply for the payment of travel expenses in accordance with the specifications of the State Travel Expenses Law.
